I've not really worn skirts much since I stopped disguising as Junko, but the freedom of movement isn't bad... and you can conceal-carry more easily.

As long as you are comfortable, a little strangeness it understandable whilst you get use to it. You are quite correct however... if you wear garters underneath, a holster can be put in place there which would be concealed.
